Police make another arrest in March 26 Oceanfront shooting incidents

A pair of overnight fatal shootings along the beachfront in Virginia Beach wounded several people in a scene described by authorities on Saturday as “very chaotic.”

Virginia Beach — A fourth suspect was arrested in connection with a cluster of shootings at the Oceanfront that left two people dead and eight injured in late March, police announced Thursday.

Jennifer Cragg, a police spokesperson, said police believe Raswell Jahkee Steverson was involved in the first of three shooting incidents on March 26 in the area of 20th Street and Atlantic Avenue.

Steverson, 22, was arrested on suspicion of four counts of malicious wounding, reckless handling of a firearm, use of a firearm in commission of a felony and violent felon in possession of a firearm, police said in a statement. The arrest was made Tuesday.

Due to the ongoing investigation, Cragg declined to provide more information about how many people Steverson is accused of harming.

Three others have been charged in connection with the initial shooting: Ahmon Jahree Adams, 18, of Chesapeake; Nyquez Tyyon Baker, 18, of Virginia Beach; and Devon Maurice Dorsey Jr., 20, of Virginia Beach. Each is charged with seven counts of felony assault, illegally using a gun and recklessly handling a gun.

Police have also arrested three men in connection to the shooting with illegal weapons sales and drug possession.

During the chaos of events at the Oceanfront, police said a bystander, Deshayla E. Harris of Norfolk, was shot by stray gunfire and killed, and a police officer shot and killed Donovon Lynch, 25.

Lynch’s family’s attorney has said Lynch was licensed to carry a weapon, but disputed that he brandished a firearm in the incident, as police claimed. The investigation involving the officer is being handled by Virginia State Police, but Lynch’s family — including cousin Pharrell Williams — Congressman Bobby Scott and others have requested a federal investigation.
