21-year-old man arrested in connection with a man’s death near Premium Outlets in Norfolk

A man died at a hotel after he had been shot Thursday in Norfolk.

Norfolk — Police arrested a 21-year-old man in connection with a shooting that killed a man Thursday near Premium Outlets in Norfolk.

Gary D. Toone Jr, 21, was arrested in connection with a fatal shooting Oct. 14, 2021, in Norfolk.

Gary D. Toone Jr. is charged with second-degree murder and use of a firearm, police said in a news release Friday. He is in custody at Norfolk City Jail without bond.

Dispatchers received a call shortly after 9 a.m., and officers responded to the Quality Suites Lake Wright, off Northampton Boulevard.

Police said Matthew S. Philbrick, 33, was found inside a hotel room suffering from a gunshot wound. He died at the scene. Police did not say where the shooting happened.

Officials did not release details about a possible motive.
