There’s a new early childhood educational program in Portsmouth

Tyrone Hines called me recently and confirmed that he and his wife are dismantling the Westmoreland Children and Youth Association — a group that coordinated youth activities from baseball to karate. But he was also excited to tell me about a new project for children that he is helping to fundraise for: the Legacy Learning Academy.

There's too much secrecy at City Hall
